In January 2019 I interviewed senior civil servants in ministries across Antigua and Barbuda about their experiences working in international development partnerships in a postcolonial society. They recognise that their local expertise of Antigua and Barbuda is crucial for informing effective development programmes, and this has changed the personal power dynamics in international development partnerships, ensuring that their voices and expertise have increasingly shaped development programmes.
